But then there would be no tightening for next year if KfW55 remained the same. In that case, it would rather be a relaxation for a heat pump because the primary energy factor for electricity is being lowered.

From next year, you MUST build at least a KfW70 house! That is a tightening!? Heat pumps would be better off compared to, for example, a gas condensing boiler.

One does not have to build a "house according to KfW70" next year, but one according to the new energy saving ordinance. Similar, but not the same.

KfW55 remains KfW55 in terms of requirements, but the subsidy will be reduced (no more repayment bonus).

That is not true.
The subsidy is actually doubled.
Instead of 2.5%, now 5% with double the loan amount. €100,000 instead of €50,000
