2016 KfW Efficiency House 55 according to reference values (U-values)

Subsidies for construction supervision are not possible for applications submitted before April 2016. These will only be granted from April 2016 onwards according to the stricter KfW requirements.

I think I read that this only applies to existing properties, i.e. for energy-efficient renovation. Those who are building new definitely have the money easily...

what exactly is decisive for the awarding of the KFW55?
So...

[*]the primary energy demand or final energy demand?
[*]annual primary energy demand, transmission heat loss
[*]or do really all U-values have to be below the KFW55 requirements? That means windows, exterior wall, ceiling, etc.

As far as I understand, only in the "Vereinfachtes Nachweisverfahren nach Referenzwerten" the specified U-values must match. However, it can also be calculated "normally," so that the entire building envelope is considered. In this case, some U-values may be worse than the specified ones if others are better. This procedure is probably more complex and expensive. Please correct me if I am completely wrong.
