KFW 55 must be proven and supervised by an energy consultant/expert. If an architect can demonstrably work as an energy consultant, he can do this; otherwise not.

That’s the – sorry – "crazy" thing about the whole funding situation. Overall, it has to fit; where the individual adjustment screws are applied does not matter. So if your windows do not "fit", you compensate for it, for example, by stronger insulation in the roof, "better" bricks or higher insulation under the basement ceiling, and then it is sufficient.
