Traffic light control during partial road closure

Typical lawyer answer: it depends.
Heavy traffic and lack of visibility would rather argue for a traffic light. Depending on traffic and other roads, one could possibly consider whether a one-way street is possible and the opposite direction must go elsewhere?

It is a well-trafficked important road, but straight ahead in this area. Therefore, it is easy to see if someone is coming from the opposite direction. I think the decisive factor will be the length. However, I have not found any measurements for something like this in traffic law. Probably the officers always decide spontaneously what would be reasonable.

The construction crane is only set up once and stays in place. Or does a mobile crane come every time?

Don’t you get a driveway/yard?

The access to the property is via another street, which is very narrow and unfortunately unsuitable for the construction vehicles.

Is a crane set up once on the street for the entire duration until the roof is covered, or should a mobile crane come each time?

Is there a sidewalk? Can the remaining parking space be restored next to it, for example by filling it up?
Sidewalk closure is easier, at least for us.

The crane will need to come about 10 times and a one-sided road closure must be set up. This is necessary to transport the materials onto the property. Because construction vehicles simply cannot get there. As mentioned, it is only unclear (until the city responds) whether the traffic light system is necessary at this length. However, we cannot avoid the one-sided road closure. With the traffic light system, it will be > 4,000 €, according to an offer from the specialized company (plus fees imposed by the city).
