While we were on vacation, the foundation slab was delivered on 3rd August. For this, the street, i.e. the section of our property, was closed. The neighbor, who told me "I don't want to cause any problems," called the police right at the first closure. They then told him that everything was in order. He was rather inconsiderate towards the employees of the general contractor and even insulted one of them. My brother was on site, and he told him that we were not allowed to build at all, according to his documents that he had at home, there was no approval. Now I wonder, is someone who sits on the building committee allowed to have documents of my construction, which comply with the development plan, in his private premises and then effectively show them to strangers?

From his point of view, he did keep to that, because you're the one causing the trouble ;-) There are areas where the building permit comes from the district office, but the local municipality gives an opinion on it. Whether the local municipal administration then involves its municipal council in forming the opinion instead of leaving the opinion to the discretion of its caseworker may vary depending on the federal state. The district office does not have to provide feedback to the advisory committee anyway. Meeting documents must be delivered to members of the municipal council or committee in time before the meeting, to their homes. Therefore, it is allowed for them to have a copy at home, that is unavoidable. However, matters concerning private persons — both natural and legal — must be handled in the non-public part of the sessions, and accordingly, the contents are to be treated as secrets. Hopefully no one will testify to such a breach of confidentiality, otherwise the favorite neighbor might soon have been a committee member and a lot of time to type false parking reports on a typewriter model "Querulant." On the other hand: you never know if you might make the rest of the village happy that way. I believe the advice has already been given here (and even tried out ?) to keep this pearl of the community busy by asking him for advice on every little triviality :-(

Simply ignore it. He has now received a notice from the [Pol]. He should learn, in the course of his office, to be amazed at how incredibly valid your building permit is.

If he continues to harass you, threaten him with the press and a complaint. He is evidently acting out of personal motives and hiding behind his office, which does not look good at all …

The building permit came directly from the building authority, and as far as I understand, the building committee is only involved if the project does not comply with the specifications of the development plan. Which is not the case with us.

I will inquire at the building authority or the building committee, because I couldn't find him on the member list at all...

My brother "politely" asked him whether he is allowed to just show documents to a stranger and whether he is even allowed to possess them. Apparently, he quickly retreated then.

The next closure is in 14 days, the permit (issued by the responsible police headquarters) I received by email from my team leader.

However, I will only inform him 2-3 days beforehand. It doesn’t really hurt him after all...

The mandate was meant (hoping that this won't be deleted again)

Just always stay matter-of-fact. You don't have to overdo it. You have clarified your situation; he's the one who is causing trouble. He can remain in that role alone.
