I can only speculate as well, but my opinion:

1.) The draft law has already been fully presented to the press. So far, only tobacco products are exempted. Voices from the construction industry do criticize the bureaucratic effort - but whether that's enough to get changes only for the construction industry through? They are still doing well enough, and primarily the client benefits. So a bit of whining is to be expected.
2.) I absolutely cannot imagine that. In the end, people would postpone major purchases - the opposite of what is intended. Possibly it will be postponed by a few weeks, but even that they will avoid considering the external impact.
3.) I could imagine that if the situation in late autumn does not look much better.

The draft law has now been put on its way by the Cabinet and is accessible to everyone on the [BMF] website. The only restriction actually concerns tobacco products. No restrictions for the construction industry, no maximum amount. The Federal Minister of Finance also emphasized that he wants to stick to the date of July 1: "The goal is for the citizens to make a possible purchasing decision now and not postpone it to next year or the year after." (Handelsblatt)

You have to let that sink in. On 29.06.2020 there will be special sessions in the Bundestag and Bundesrat where this is supposed to be decided. But maybe it will be overturned. If you take it seriously, the entrepreneur effectively has 1 day to have the system adjusted and train the employees.

Sure, there remains some uncertainty. However, given the majority situation and the clearly expressed political will of the grand coalition, I assume that the projects will pass without significant changes. The loudest opposition comes from the Left, who play no role in the Bundesrat.

I am now allowed to adjust or have adjusted the whole thing at 13 companies using 5 different ERP systems, 4 different accounting systems plus various other systems, train my accounting staff, and at least point out the major pitfalls to all employees who issue outgoing invoices and check and record incoming invoices.
And all that in 3 weeks.

I’m looking forward to it.
