Even though the topic no longer concerns me during construction: I prefer to calculate conservatively and be pleasantly surprised in the end. It is worse to already allocate the 3% now and end up receiving a large additional payment and having to sue for the 3%.

I think I know what means. We are also building with an architect and individual contracting. And there is a tender and then a construction contract.

In our case it then says:

Contract sum excl. VAT

plus VAT at the respective statutory rate, currently 19%

Contract sum incl. VAT

I think this is not a bad starting point for the upcoming "problem" as I see it.

I believe (!) that this is not the case. The regulation is supposed to relieve the population (the consumers). In this scenario, it would not. It would strengthen the companies. It is supposed to lead to people gaining something due to short-time work benefits, etc. Traders/producers (those who buy something and process it profitably) do not consume. It may be that you are right. But I cannot imagine it. BTW, u.E. (In our opinion) means to me that we expect it this way because it has been like that so far. What difference does it make if it is 6 months, or a permanent change. But as I said, none of us know, we will simply see.

That would be stupid anyway. Normally, the house construction has been planned without this regulation. It is a nice to have. As I said, only the windows are critical for us. Electrical, sanitary (including heating and co.), screed, plaster, photovoltaics, carpentry, painter and more will definitely become cheaper for us because of this.
