If I see it correctly, I get a patch panel and a switch with 12 LAN ports in a 10-inch cabinet, meaning I can route a maximum of 12 LAN cables. These will then be laid in the shell construction to the locations I have planned. Do the cables then come out of the wall there? Or do they run from "behind" into a network socket, into which I then plug a LAN label from the "front" to connect to the TV? I still have a bit of a problem understanding this.

When you talk about planning additional network sockets for access points, how are these wired? Just having a socket on the wall without any medium behind it is no use to me. Or, as described above, do the LAN cables from behind the wall run into the server cabinet there?

In principle, that is correct. The cables come out of the patch panel at the back into the walls of the house and end in "outlets," where you want them. With APs, it is basically the same.

The patch panel basically only ensures that you don't need an enormous amount of space for the corresponding number of LAN sockets. Otherwise, it serves the same purpose, namely providing a socket for the network plugs, each connected 1:1 with another LAN socket.

OK great, that makes sense so far. So the network socket is in the wall, the LAN cable comes in from the back from the patch panel (installed directly by the electrician?) and in the front I can then connect a LAN cable which then goes to the PC, for example. For a double socket, two LAN cables have to be routed accordingly, right?! Or one cable goes in and the double socket then splits?

2 cables or duplex cables go to a double socket. Splitting was done 20 years ago.

Regarding the 10" cabinet. You can also install multiple patch panels for more than 12 ports. I have also seen a 24 port switch in a 10" cabinet. However, I would always opt for 19", as there is simply more selection when it comes to the components.
