The "problem" is that the development plan is from 1983. Back then, the building envelope was drawn around an existing house. Since then, nothing has changed.

Yes, that's exactly how it is for us right now too. In the hallway behind the living room door, it is then noticeably more pleasant.

Is the house still standing? If not, maybe you can talk to the office and just rotate the box. I think that would be the best solution. Tweak the measurements here and there a bit, and then it fits perfectly.

As you can see, I didn't put a balcony on the children's rooms. I want to question that.
With a knee wall of 1.25m, according to my back-of-the-envelope calculation, it's not necessary.
However, I'm no expert - I calculate everything gross including walls - that shouldn't matter, right?
Here is my calculation example (values partly rounded):

Ground area (gross including exterior walls) = 142.7m² on the ground floor
Target upper floor not over 2.30m = 142.7 * 2/3 = 95m²

2.30m at 40° roof pitch is about 1.25m from the interior wall + 40cm exterior wall = 1.65m from the wall.
Accordingly, under 2.30m:

Side without gable: 14m*1.65m = 23.1m²
Side with gable: 4.70m*1.65m = 7.755m² x 2 = 15.5m² plus 2x 1.65m*2.85m = 9.4m² total 24.9m².
Area under 2.30m: 24.9 + 23.1 = 48m²

142.7m² ground floor area - 48m² = 94.7m² < 95m² target.

Do I have a thinking error?

The house is no longer standing. However, a problem occurred to me. The house cannot be fully rotated, as otherwise the house could be at most 13m wide to maintain a 3m distance on each side. Additionally, you would probably need (very expensive) sheet piling for the construction of the basement.

Unfortunately, none of this is easy, but when it comes to the property, you have to take what is available and still somewhat affordable.
