Should a hanging plot be filled for a ground slab?

Just the way I mean it. Basement underneath and then you go out on the ground floor below.

But that is not the concern of the OP. Logically, you can build it on a slope with a lower level. However, in the lowest row here, hardly anyone builds with a basement because it has become disproportionately expensive.

This should not turn into a pro & con basement debate here. The OP has asked a clear question.

Exactly, that's what I'm talking about. That's just not true. The picture clearly shows what else is coming regarding the usability of your property. The property also costs per square meter, and every unused one is wasted. Embankments, etc. But obviously we're talking past each other. All good.

I see it the same way as you. A few houses down, a neighbor was the only one on the street who piled up a huge embankment. At the bottom, two staggered rows of huge natural stone blocks and on top still quite steeply graded. He loses about 6-7 meters of usable land lengthwise. At 20m width and at least €350/sqm, that’s already €50k that he paid and will never see. Plus these massive terrain interventions. All the other approximately 20 houses on the street have built with (residential) basements and gardens below and need at most a 0.5m wall or have gently sloping terrain.
