Legally, it is quite simple. You cannot force your neighbor to participate. Neither now nor later.

So, this information is legally irrelevant, but important as information for the initial post if one wants to reflect on their opinion. Until now, it read as if he had no plans for the property at all – now he does have something planned after all?

Yes, I don't think you can prevent that. The line either belongs to the supplier or to both of you, since the path is shared. The only option I see is the approach suggested by Hampshire. I don’t even know if the option to size it too small for two houses protects you from him simply tapping into it anyway. Because of the shared path, everything on it belongs to both of you. You could still try to buy the path from him, but the sleeping dog has already been awakened.

Yes, he at least talks about wanting to subdivide and sell this property. He just doesn't say when. And now he's first waiting for the development by my son. And that's why I find his statement about "building onto the connection" unfair. But I see. One option would be to design it technically so that it's not possible. Which is nonsensical, because from my point of view, then it doesn't matter anyway - I don't want to outsmart him. I just want to make sure I'm not being outsmarted. Or possibly legally - but for that, I probably need a lawyer directly. is right. The path belongs to both, and as far as I know, so does everything on it.
