Then just buy the whole property from him. I know, probably not that easy. Really annoying such opportunists. Maybe he will still give in...

What does the sewage statute say? With us, every house must have a separate connection at the road, also for water. Connecting onto someone else’s line would not be possible.

It's not like that here.

Clear statement: The property remains mine, even if the sewer lies in the way.

So if he wants to access it later, he can either participate or have a new one laid himself.
