There is a floor plan with a technical room; I would rotate (and mirror) the house so that the entrance is on the east, the then northern window in the study would be omitted and a small carport next to the trash bin area. The beautiful living-dining area would still have a south-west orientation.
Yes, about 80cm-100cm below street level. I can’t say what the earthworks will cost. I estimate quite a lot?

That depends on the offer from the earthworks contractor. I would request about 400m3.

Attached is the appropriate floor plan.
The idea was that the house entrance moves closer towards the east and a small carport ends just before the living room window, with the parking space in front of it, so that not too many square meters are lost to the front garden (i.e., no parking space directly in front of the house). I do not know what is legally required regarding parking spaces. Then you would have some garden space on the sunny, window-rich south and west sides, and the boundary to the garbage bin area through the carport.
