I’m afraid you’ll have to bury your dream of a lower price for the non-buildable part. Almost every property has a non-buildable part and a buildable part. This is called the building boundary. This hardly affects the price, at least not with the square meter numbers we are talking about here. It may even be the case that you have to pay more than the standard land value, as it often cannot keep up with current market figures. What can really lower the price of a property are, for example, a bad location, easements, ugly neighbors (e.g., nuclear power plant, airport, or highway), and above all development costs.

I assume that the greatest development costs are already factored in here. Ugly neighbors unfortunately really only applies to the ones mentioned here – unfortunately not to quarrelsome neighbors or Makita radio listeners (or the weird bird in the green forum who imagines a lease agreement that he does not show, and who photographs the surveyor and tries to drive away the workers).

Don't fool yourself there. If you have a village full of Nazis, you can hardly give away your property - only to Nazis, that is. But they will tell you the price.

Unfortunately, the requirement comes from a very old development plan that designated the whole area as a weekend house zone. The whole thing is somewhat of a trick. Several houses have already been tolerated to be converted, extended, etc. But the requirement is simply < 114 m2. We are still considering a basement floor, as the plot already has a significant slope. A height difference of 2.50 m over about 12 to 15 m. The entire property is not really developed yet either. There are indeed building plots at some distance there. However, they currently ask around €250/m2. Possibly even more. I also cannot imagine that the current owners would sell the plot for €40/m2.

Oh dear, this is going to be expensive. Development in the second row and also on a slope. I would recommend that you plan the development costs including foundation (slope supports, etc.) thoroughly before you put your signature on anything. Get an experienced construction consultant and pay them a few hours' wages for a solid estimate before it’s too late. Then add another 20% on top and consider whether it still fits.
