I’m afraid you’ll have to bury your dream of a lower price for the non-buildable part. Almost every property has a non-buildable part and a buildable part. This is called the building boundary. This hardly affects the price, at least not with the square meter numbers we are talking about here. It may even be the case that you have to pay more than the standard land value, as it often cannot keep up with current market figures. What can really lower the price of a property are, for example, a bad location, easements, ugly neighbors (e.g., nuclear power plant, airport, or highway), and above all development costs.
