The property is already nice in itself. Only what really sits heavy on my stomach is the depth and long driveway. Immense effort for the retention of the terrain, slope, and winter. Then a railing has to be added on top of the two-meter-high angle supports, the poor visibility triangles when driving out, etc.

I mainly see two things: positive for your building wish, that the neighboring development has escalated into permanent residences; and negative, that your development would push the edge of the settlement further forward. As a municipal council member, I would ultimately be against it. I consider nothing useful from tower building with angle supports to Babel except distance. Either there must be a clever alternative to brutal terrain "modeling," or the unwillingness to avoid it is, if necessary, equivalent to a decision to refrain. Would there be no alternative in the form of a right-of-way corridor over the private road and 102/2? The shown pipe-head access appears to me like literally "going in through the back and out through the eye of the needle." This seems to me a building plot for the maximally desperate or those who want to become so.

Yes, that would be technically possible. In an emergency, the 120 sqm would then have to be purchased.
