We still have to develop it, and I received different definitions of "developed." For the municipality, the property was developed because the utilities run directly in front of it in the street. For the wastewater association, it is also considered supplied, as there is a transfer chamber on the neighboring property. Everything else can simply be drilled through. Total costs up to the property boundary?? €8,000, so much for the term "developed," which this property is supposedly.
Since it is a gifted property, we don't really care now, but it is enough to make you "swallow hard."

Maybe the seller also has documents regarding the development? Perhaps the utilities were really forgotten to be laid up to the boundary by him and he paid for it anyway...? Then maybe a compromise could still be found.

May I quickly ask a small interim question? It doesn’t directly fit here, but for me it’s also about the development costs.

First for understanding: If the utilities are in the street, then I have to lay them from there to the property or to the house, that’s clear to me.
Water and wastewater as well as gas and electricity each consist of a flat rate plus the running meters to the house connection, right? Is there anything else added?

I’m in the process of getting an initial overview of the development costs in order to plan the expenses. That’s when this question came up.

But well, now that I’ve read this here, I can ask more precisely where the connections are directly located and have everything put in writing, so I don’t experience a nasty surprise later.

For whatever reason, this is also a difficult topic and no one is able to speak frankly.

In my case, the sewer was laid up to the property, but gas, water, electricity, and telecommunications were not; all of these end at the neighbor's property and would still need to be extended along the street to my parcel. That could perhaps be described as partially developed.

After many phone calls and emails, I was then informed that these development costs are not to be borne by me.

Even when talking to people who do this kind of thing professionally, development (what happens in the street) is often confused with house connections (what happens on the property).


According to my understanding, it is therefore about the costs for the house connection and not about the development.

Yes, you are right, I am concerned about the house connection costs. I am aware of the difference between development costs and house connection costs, I call both that way It is also easier for the lady to understand

That completely depends on your flat rate offer. Do you already have a wall breakthrough (multi-utility connection) in the basement? Or in the floor slab? That had to be waterproof with our WU basement. That can quickly add another 500 / 1000 €.
