According to the development plan, the black dotted line indicates a "boundary between areas of different use." I think it marks the boundary between a semi-detached house and a single-family house and multi-family house.
To my layman’s knowledge, the garage could be placed on the boundary. It’s just strange why this was not done in the plan.

I don’t find the objection about snow shoveling unjustified. I work in 12-hour shifts, and if someone happens to fall and makes civil claims, that would be annoying. However, this probably doesn’t happen often and is a minor aspect in choosing the property. Moreover, it snows less and less with us -.-

If I can draw a conclusion so far, number 14 already shows potential and the missing southern sun must be compensated by many windows. Then I just have to hope that the other interested parties are not coincidentally active here in the forum and now also eyeing number 14.

To add to : Development plan, Part C, point 2.3: Semi-detached houses in WA2 must be congruent. This means that coordination with the neighbors is more important than ever. This alone can be a reason to exclude a particular plot...

Very well researched or looked up. ... I am somewhat lazier when it comes to reading foreign development plans, because I am neither the architect nor the builder. which on the other hand contradicts the congruence requirement, unless the building partner wants it as well. I hate this congruence. Since I am somewhat lazy to read, I ask whether the ridge directions are specified. ? If you like zigzag houses, are you aware that choosing the 14-meter plot gives you little of that advantage when you access the plot from the north?

No, not really. However, 11ant touched on the topic in post 4. But I don't really know what he was getting at. Perhaps it is disturbing if the entrance to the underground car park is opposite one's own driveway, due to the higher traffic?!
