Plot on a slope in the Munich outskirts - how to decide?

An architect who has built two houses there in recent years said during the first brief phone call that, given the current market situation, one should roughly budget about 800,000 euros for a single-family house (basement + granny flat) with garage and granny flat (this is how it was mostly built on the other plots).

Would it be possible, since the property is so cheap and you can finance it with equity, to buy it first? If I understood correctly, you have no immediate obligation to build. And in 2-3 years at the latest, you can sell it again at the same price anyway (otherwise speculation tax would apply), if by then you have found something better. I just want to point out again, as I did elsewhere, the inflation rate and the penalty interest on cash deposits. Although I think that building will become more and more complicated and expensive in the future, but maybe that is just pessimism.

I would choose the property. 18% is not that dramatic. However, more information might say the exact opposite. So without more info, nothing can be said here.
