At Notebooksbilliger, the QNAP Turbo Station TS-130 is currently discounted for 89 euros.

Wouldn't that be enough for my purposes?

1. Integrate PoE cameras, receive notifications when something moves, view live images on mobile and stationary devices, store the images for a certain period, retrieve the stored data from mobile and stationary devices
2. Backup data, photos, videos and view them from devices

I don't want more than that. Okay, the color is not exactly a dream.

a NAS is a NAS is a NAS ;-) (... and not a server)
I always ask not to confuse this. As an additional! storage medium a OneBay NAS is also suitable. But: If the single HDD installed there fails, the data stored there must be recoverable.

The NAS is quite suitable for integrating one or even several cameras (Surveillance Station with ONVIF compatible cameras). But please not 5x 4K cameras, it is overwhelmed with that (and you would need more expensive licenses anyway).
These small NAS units can now also handle a bit of multimedia streaming thanks to faster CPUs. But again: Don’t expect too much. The risk is low, it’s only 89€ (+ HDD!). I currently tend to Ironwolf rather than WD Red (feeling fewer failures, but we do not keep statistics).

And who cares about the color? Honestly, do you sit in front of the rack and watch the NAS in operation? ;-)
Maybe also the washing machine? Okay, I also watched the 3D printer very intently at work in the beginning...

I would anyway additionally save on a cloud and another hard drive on the PC

I am uncertain whether the offer is good or not? What alternatives are there up to 150 euros? What size for the hard drive is sensible?

You can do that, but in my opinion, they are not suitable for that. Awful registration procedure, etc. Someone does buy them, though; I definitely wouldn’t. But that’s just my humble opinion ;-) I have been relying exclusively on QNAP and Synology for about 15 years. We used WD SingleBay NAS a lot earlier as (exclusively) backup targets for small and very small businesses. They were okay for that, but nothing more.
