Hello,
I vaguely remember that it is simply a regulation that the building permit must be available on the construction site. And probably in the original, so that some official can always see that you are building the correct house there.
Again, why is this such a problem for you? The building permit is not a proof of ownership for the property. If there is trouble with the general contractor and they do not hand over the documents, it should not be a big problem to get your copy of the documents stamped again by the building authority.
In other words, if you have serious trouble with the general contractor, these documents are surely your least problem.
The issue with the house right is a completely different matter. If he really wants the "real" house right, that would be an absolute no-go for me and non-negotiable.
Unfortunately, you have already signed this. Why should the general contractor now deviate from that? Did you not have the contract reviewed?
