That’s right, then you will also have no say on the construction site. It can even go as far as the developer banning you from the property. Because only at handover will the house "belong" to you. All under the assumption that it is indeed a developer, meaning land and house come from a single source.

As my predecessors write: Then the developer is the builder and you buy a piece of the house - as seen on the sheet of paper, signed at the notary.

Everything that happens until your acceptance is the problem of the developer. As the client on your construction site, you have no say. If you order a Golf from VW, you also do not have the right to make any decisions during the ongoing production in the factory. The same applies here.
