Well, the latter would probably be fraud / embezzlement. That should surely be held in a client account, interest-bearing, documented, monitored and released again upon success.

Exactly, tell that to the office  We will definitely want to know the exact location of the trees and visit them from time to time. So they don't come to us with some fairy tales :-)

That would give the term "fairy tale forest" a whole new meaning ;-) Oh, that reminds me of what might have happened in the meantime where today the mayor has ordered protected trees and a biotope (?)

What can the mayor do about that? Municipal law is subject to state law, which is subject to federal law. That’s the crux of the matter. Whoever converts a building area should also remove all the trees to avoid the later hassle with the municipal building authority (remaining trees are subject to tree protection regulations), the state forestry authority (the trees together count as forest), and with bad luck, the nature conservation authority. If everything were handled by the municipality, it could be discussed during on-site appointments which trees must give way to the construction project and which should remain. This way, these disgusting complete clearings are avoided and the whole process is accelerated. The complaints from the people of Fichtenwalde about the builders or the Beelitz building authority are completely unfounded because some have to and others are not allowed to. The problem lies at the state level in the dispute between the authorities; this needs to be addressed.

I agree completely. We will probably leave 1 tree per 100 sqm standing. So 14-15 trees. But that varies a lot. Of the three builders next to us who built at the same time, two had to leave 14 trees standing, the third none at all. Looks like some intern processed their documents

I’m curious what measures will still be included in the building permit that we will have to carry out.

Forest laws are state laws; as far as I know, in all federal states the lower landscape protection is handled by the counties, and tree protection (outside of forests) by the municipalities. I have not yet researched how few trees per hectare still do not constitute a forest and may stand behind garden fences. For me personally, that would be more Hoëcker knowledge ;-)
