Local heating or heat pump - advice / experiences?

I also know someone in my circle of acquaintances who heats his house through a regional heating provider. He would rather get out of there yesterday than today, but he can't. The fees increase annually, and the additional payments are not insignificant either. He would switch to a heat pump immediately if he were "allowed" to. Unfortunately, the contract in this neighborhood does not permit it. :oops: If you have the chance, install an air heat pump. Or have it installed for you.

If the contract still runs for a few more years, that is a different matter and you have to accept what has been signed.

Where is that stated? The municipality has the possibility to make all kinds of requirements. Technically incorrect work is contestable, but basically the energy standard, photovoltaics, or a mandatory connection to district heating can be agreed upon. That is legally permissible. Where do I have the information from? It is stated in the law. See BaugGB § 9 Or it is agreed upon within the framework of an easement. Or within the framework of state law as elegantly solved in BW. Or in the new Building Energy Act § 109. Therefore, your enough court rulings are only valid if they are based on craftsmanship errors. But they do not refer to the legal possibilities of municipalities and states.

I could imagine that legislation and also jurisprudence could be challenged by Article 20a GG. So, in other words, heat pumps are the most environmentally friendly method of heating, so no one can somehow prohibit that, or prescribe to me to use the waste incineration plant that runs on gas... But I have no idea about it.

Yes, they can prescribe the mandatory connection, but not the consumption amount. However, every contract with district heating expires at some point. Additional heating cannot be prohibited. The municipality cannot prescribe the energy standard (federal law applies here).
