Land value too low - therefore no approval for construction financing

So the standard land value ranges between €38 and €61 per sqm. The plot would cost about €38K, plus notary, property transfer tax, etc. of about €4K. The house €150,900 (fixed price for now) + 42 = €192,900 without additional building costs. €192,900 + approx. €30K (additional building costs) = €222,900. The loan request would be max. €240K to have a buffer due to the new energy saving regulation from 2016. One can contribute equity of about €40K. That would make the net loan €200K. And do you think the purchase price is far above the standard land value? (Plot and house are not from the same provider).

The house plays no role whatsoever in the land value. That is why it is called LANDvalue. And this can never lie between X and Y euros for a plot of land but is determined by the responsible committee (usually the expert committee for property values or comparable) for a past year and is scaled to the corresponding plot size based on a (sometimes more or less complicated) scheme.

I have no opinion on the house, there are others with more experience in that.

I cannot connect the statement "land value too low" with "no approval from the bank." That defies all logic. Unless the property was sold too expensively, which I can hardly imagine for a municipal seller. They usually align quite precisely with the land value for the purchase price plus a certain surcharge, which with the mentioned price can hardly amount to 5,000 EUR.

So we have also heard from acquaintances that financing for a 400 T€ biotechnical architect-designed house was denied on the grounds that the resale value at completion would be significantly lower due to the location. The house was then built with a construction company - Stein auf Stein - with the same floor plan - everyone is satisfied

The house is the security for the bank and it is a property. If it is too far "ab vom Schuss," in an area where hardly anyone moves to, then it is no longer security, because it is practically unsellable. However, I do not know if that is the problem here.

So, Liebenwalde is located 50 km from Berlin. 40 minutes by car to Berlin-Frohnau. But there is an elementary school, a daycare, Lidl, Netto, a pharmacy, doctors, a lock, a bathing lake, etc. However, the population is quite small. According to statistics, about 4,300 inhabitants. When you look under Maps.google (everything is still quite sparsely described, e.g. a doctor is not shown or a new senior home), you think it is in the middle of nowhere. Perhaps this could be the problem. Let's see, on Monday a financial advisor is coming who will advise us again. We also inquired at Check24 and they could not make us an offer. Maybe because we did not specify exactly except at our house bank.
