Presumably, you need to leave out the heat pump outdoor unit with L-blocks as described, then want to build a (long?) wall of L-blocks to gain a partially level garden – right?

We need significantly more information: What is your motivation? Where is the entire property depicted with elevations (how else should elevation changes be estimated that are IMPORTANT for e.g. where does the water flow, where does it come from, etc.) This is still really tedious. Seriously!!!

And a heat pump outdoor unit directly in front of L-blocks? You should ask the plumber what he says about that (noise!)

Who even came up with this nonsense? Or did you later (after finished planning and implementation) reconsider the use of the property?

Or, as I suspect, no one gave (good) thought to the property design, a brave undertaking for a hillside property

I rather see the whole thing leading to a larger!! property redesign (if you provide information) so that it becomes reasonable.

at the spot with the heat pump everything is coordinated - also with the plumbing company (if you look closely, you can see a faucet hanging in midair because they knew that the ground there would still be raised). The distance to the heat pump fits. The L-blocks will be set in an L shape, so only a part of the slope will be raised, the rest will continue to slope down. Here the terrace is supposed to then wrap around the corner of the house. That was all already planned during construction. However, (for whatever reason) the plaster was not applied accordingly.

The spot in front of the house (the two windows quite close to the ground): that was not planned. We only really realized this when we stood in front of the house. Here the plot slopes continuously further down towards the street. We would simply find it nicer if the ground here was raised a bit and the rather high façade on the street side was visually set a bit lower. If that is absolutely not possible, I will just have to lead the path directly along the house, keep the ground level at the house as it is now, and only make a raised piece of front yard between the path and the street.
I’m attaching two "drawings" that might help with understanding. Sorry, that’s all I can do right now, I’m on the train.
I understand that I can’t expect a full site planning here. I just want the best way to protect the wall (especially where the terrace is supposed to be) from soil and moisture. I have also thought about doing it with liquid plastic and embedded fleece. That is probably also used for base sealing and should hold here too.

In any case, many thanks to all of you again. It is clear that something went wrong here. That is why I am looking for help in the hope of not having to call the plasterer again and redo and pay for everything all over again. I am also aware that this is the solution that always remains.

If I understood it correctly, another solution would come to mind: not piling up soil against the house but building a raised terrace with stairs leading to the path. That cannot be much more expensive than renovating the facade now and then piling up soil. Moreover, there would be the possibility of a hidden storage space under the terrace.
