Soundproof wall against neighbor's heat pump

Our heat pump is currently running at full speed due to the screed program. You really only hear it if you are standing right next to it and concentrating on it. However, ours also blows out the back into the "undeveloped nothing," it was originally supposed to blow towards the neighbor's terrace (I had it changed just in time).

Besides, it is total nonsense that heat pumps with outdoor units are useless. AND every dog, every child, every car is many times louder....

Well, that's a bit off. Dogs and children aren't allowed to bark all the time as far as I know, otherwise they get into trouble. And for cars, noise protection windows, 30 km/h zones, etc. are usually mandated on main roads. Besides, where would we end up if I use someone else’s noise as justification for my own noise?

What kind of comparison is that? Nowhere does it say there is a barking dog around the clock in front of the neighbor's terrace! A heat pump makes noise all day, and if yours is that quiet, then be glad. Here with us (fortunately not in direct neighborhood) there are some that you can still clearly hear from 15 meters away. I simply find it outrageous when these things are built even closer to the neighbor's terrace than to your own. You can't impose that on any neighbor. When you sit on the terrace, such a constant noise is extremely disturbing; it is worse than a child screaming or a dog barking now and then.

Maybe that would be a measure: every time you walk past such a buzzing box, bark. Even as a human. Maybe then the penny will drop.

Can it generally be said whether split units are louder than if the entire unit were outside, and are devices with higher power quieter compared to "weaker" devices since, theoretically, they do not have to run at full capacity?

I obviously meant that split units are probably quieter, not louder.
