I don’t think the municipality still wants to establish a development plan here. I think that the property is buildable according to §34 of the Building Code from now on. Or did anyone say what else needs to happen for it to become building land?

Considering the planned development, the boundary line could have been somewhat fairer. But well, you shouldn’t look a gift horse in the mouth... The property is big enough to fulfill many wishes. However, if there are still negotiation possibilities with your brother, I would place the double garage on the south-western boundary, the house parallel with a one-meter gap to the north-eastern boundary, and as far west as possible (see #26). For this, your brother would have to take over part of your setback area on his property.
