Just ask the neighbor if he can please show you, as the new owner, the permit for the retaining wall. If he doesn't have it, then he will inquire and seek an agreement himself?

Retaining wall blocks. I took all the existing heights and then created almost to-scale terrain sections in AutoCAD. Then I thought about how the terrain could be modeled/managed in the respective areas and based on that determined my L-block height. Currently, the request is with the dealer..., but it is not exactly cheap.

I also need L-bricks with reversed load case, since the neighboring properties are higher, but I cannot turn the base towards the neighbors. Otherwise, if I want to place it directly on the boundary, I would have to dig up to 1.0 m. I have also requested them in anthracite. I hope this helps for now;):).

I have never heard of L-shaped stones with a "reversed load case"? Is that something special?
If it is just about placing the L-shaped stones the other way around: That probably won’t work (well). The L-shaped stones only gain their stability through the weight of the soil on their base. Without that, they are easily pushed away or topple over.
