Near me, it was in the development plan and someone sued against it and since then everyone is allowed to install and operate a wood stove. An additional heating system would be possible, but economically it doesn't make sense
That's how it is with us. The land purchase contract states: "The plots are subject to a connection and usage obligation for connection to a central heating plant. For this purpose, a limited personal easement (connection and usage obligation district heating) was entered first in priority on parcel x in favor of x GmbH with the following wording:
“The property owner is prohibited from having or using other operational facilities for heating rooms and domestic hot water on the property than those that use district heating”." What would be interesting for me: Am I then also not allowed to install a split air conditioning unit, since that could theoretically also heat? Due to the division of district heating costs into a very high basic fee and ridiculous consumption costs, this is highly uneconomical despite photovoltaics. We asked the city just for fun about the connection costs. To the development costs of just under €18,000, there are still €14,000 connection costs for district heating, electricity, water, sewage and fiber optic (up to 5m). Ouch.
