I am indeed surprised that the development plan actually allows for a ground floor + upper floor. I know it on the hillside so that the houses located higher up are also allowed to be built higher (usually it is flatter at the top), so G+U, those at mid-level then G+A with a steeper roof and with an additional basement that is open on one side, and at the very bottom then B+G with a flatter roof. In all building types, two-story construction.
But if the development area is exclusively built by a timber-frame master builder, then naturally he will not recommend a basement. However, something must have gone wrong with the allocation of the building area already.
But with us, two builders also had the basement built by a local company and then had a timber-frame house built on top. Both turned out well.
