You may legally be allowed more freedom to model the terrain than we are in Marmeladien. But by natural law, Austrian water also flows downhill, so reason should somewhat curb the desire to operate excavators. Instead of a north terrace against the summer sun and a south terrace for the winter sun, I would put just one in the west and use a more manageable privacy screen/shade giver rather than the whole house (possibly a mobile one). Cars should be grateful to have a family-close sleeping place at all and must put their demands last.

You can see what kind of masses would have to be moved and how endlessly long the walls would be. I don’t know how the regional prices are, but for 650K with the requirements for a house with 3 children's rooms and an office – I’m not hopeful for 650K. Even if you skip the upper excavation – still a big chunk.

What can be solved with money is simply solved with money. The ground-level access from the garage into the house costs a five-figure sum. If the garage is next to the house, the amount starts with a one; in front of the house, more likely with a three. All doable. For the target budget, something else on the wish list has to be cut. Also doable. I would prioritize the expenditures differently at 650k and accept 3-5 steps down. I understand that this wish arose from the current situation and builds daily. A 95% improvement is inexpensive to achieve and you will celebrate that. Up to 100%, you pay heavily. But every person is different and has different fixed ideas.

Barrier-free access is not easy. We also had or still have that problem. Our driveway does not meet the standard – it’s too steep. From the garage, we can enter the house directly without barriers and also reach the front door via the yard. The latter is not optimal and not necessarily up to standard, but it works and could be implemented that way. Nowadays, the front door is used for wheelchair, walker, and co – even if the slope is not optimal, the path to the dining area is more straightforward.

I would not level the entire property. Besides the immense costs, you also have the problem of water during heavy rain. As 11ant already wrote, water always runs downhill. If unlucky, it also runs down the neighbors’ slope.
Costs, heavy rain, and the desire to have everything flat is the quadrature of the circle. Our property is not completely level, and we still invested a lot of money in retaining, filling, and excavating. Part of the property can only be accessed from the upper floor or from the street above.

You can still optimize and adjust them. That also works with a two-story building. You can also do without bay windows and cross gables.
