Insulation will not be the problem. It depends on the use. A garage may be built on the property boundary if it is used as such; it then has a privileged status. This is lost as soon as it is used differently, even in part. Then a 3-meter distance applies again.
Example with us: double garage on the property boundary. Roof terrace not allowed, also no separate roof terrace with 3-meter distance. The only option is 2 single garages (2 doors + partition wall), then one garage is privileged and allowed on the boundary without a roof terrace, and the second single garage has 3 meters distance from the property boundary and terrace allowed. Really strange, but unfortunately the law.
