If you were to shorten the hallway (it's kind of unnecessary, the stub), then it would be awkward to stand there in the living room. Is there any reason why you wouldn't just swap the living room and kitchen? It would all be doable and transferable. ...

I recall that they absolutely wanted the kitchen directly at the terrace at the bottom of the plan. And now the living room would be so open. So a stub wall is being put up. You do get a bit of eye strain from it, haha. Maybe you'd better not make it load-bearing. Then you can tear it down again if you realize it's crap when you move in.

OT: My sister and I – we also had two rooms that were not the same size. We knew that exactly. Not that it caused any problems, but the difference was not as big as here either.

If it is only meant to be a kind of daylight spot, no. Every flat roof opening saved is good.

I would probably plan a window in the office door.

Or a transom window between the door frame and the ceiling.
