On the topic of heights, I wanted to add that the existing house basically already has pretty good values. Okay, the ceiling height on the upper floor is not great if it is actually only 2.25m. But they have a 40cm knee wall in the attic. Actually, one could go to the building authority and say that they want to build almost exactly like the house that is already there, just 50cm higher for flood protection. Then see what they say. If they reject it, there is still the option to work with a 2.10m knee wall or similar on the upper floor. Everything in between is probably negotiable. Either way, I consider it the best option to convert the attic for the parents.
By the way, I have optimized the last design to the external dimensions of 11m x 9.2m. That gives me a total of 198.2 square meters including the attic, whereby everything under 2m height is counted as half and boxed-in areas as 0. The smallest children's room is 15.4 square meters.
