With a fiber optic empty conduit, there is no pull rope. That's done with copper. The conduit is about as thick as a little finger.

When the empty conduit was laid, it was not yet clear whether fiber optic, copper, or no internet at all.
Just Berlin, what "is then available",
not even Telekom/Vodafone knows

I spoke with the company again. The following problem is said to be the issue. The line in the street is not connected to the line of our house. Who is responsible for this, or who bears the costs?

Initially, the line in the street was laid. Then a company came and installed the power line and the line for [Telekom]. This would be usual for us. [Telekom] then commissions the company for this, apparently. When the shaft was open, I could only see that the line went up to our property boundary and then disappeared under the street. The connection must be made on the other side. Unfortunately, I was not on site that day. Therefore, I could not see if anything was done there.

The new cables from Telekom are so thin, there's no pulling anymore. Normally, a small sponge is blown through first, and then the cable. We also had problems at the beginning, but the technician really gave it his all, and after 5-6 attempts and 3 hours later, the cable was in.

The conduit or double conduit going into the house should have already been connected by the electrical company or the company commissioned by the network operator, I can hardly imagine that it was handled so carelessly. Those are the absolute basics.

Nothing is impossible ... However, Telekom laid a cable at an acquaintance's place just two weeks ago, which was anything but thin. You could easily run ten DSL connections with it. However, it was also laid in the classic way, which was still a huge effort because there somehow isn't anyone responsible for the overall project. Every sub and sub-sub and sub-sub-sub only does exactly what they were told. If then no one has the order to connect the cables/pipes together, what the OP describes here happens.

The person responsible is probably the one who operates or expands the network. Was that Telekom?
