Was the demolition and the new construction planned by a single company? Or was it demolished first and then sold or the construction planned afterwards? If nothing more specific is discussed, the supply lines are generally cut off on public land. Especially during demolition, there could otherwise be damage to the lines and that can be dangerous. However, this could have been discussed and the line partially left on the property. Provided the line is not already very old, which can certainly be the case with a demolition building. Then you have no other choice but to bear the full costs, which are extremely low here. The costs can be further reduced if you do the excavation yourself. Consult with the network operator.
