In whose breakdown; how have you come to an agreement with the architect "without a contract" or on what basis did he start with his (pre)services? (a freelancer does not need a "commercially organized business operation," but that he should operate a paper system on verbal request is not explicitly meant by that either).

A verbal contract is also a contract. Simply commissioning the architect means according to HOAI, which is not cheap. The planning should be included as stated above (even without an extra 1000 euros!)

Everything seems to be very complicated in Dortmund (the construction obstruction authority takes 6 months for the very straightforward construction applications). We have an invoice from another construction project (2018, also Dortmund), where the engineering office therefore accompanied the drainage planning (800€), in email contact (in our possession) the engineering office describes that the architectural office did the basic planning themselves. Now it is supposed to be completely handed over and we are supposed to pay, although, as noted above in the cost breakdown.

As I already said (elsewhere) the day before yesterday: ... and that he himself was involved in this statement, I would interpret as a mutually created cost estimate (which he could hardly exceed by more than 20% without further ado). Accordingly, you get a 4.5 thousand credit from the general contractor for having the architect, instead of the draftsman, perform service phase 4, and now you are supposed to push almost all of that only for a partial service subcontracted to a sub-engineer??? Your "you should perhaps inquire more" is probably a euphemism nominated for the naivety Oscar?

Yes, really stupid of us, I agree with you and I’m annoyed too. However, my colleague planned with him and was satisfied and in addition, he is the godfather of a good friend of mine, which is probably why we were less attentive. I’m already trying to reach him.
