In controlled residential ventilation, a recirculation hood is generally installed.
I can imagine that with Kfw55 even more restrictions will be imposed, meaning no more exceptions will apply.

Generally does not mean exclusively. There are also exceptions.
However, as already said, it is not only related to controlled residential ventilation. An alternative exhaust with controlled residential ventilation has already been mentioned.
Nevertheless, it also depends on the KfW. If you want to build Kfw55, the rules will be even stricter regarding blowing out warm air or catching an additional opening in the exterior wall.
