Conduits for SAT and TK, mandatory or not in new construction?

I would also just talk to the electrician in a friendly way, for a few euros he will surely install empty conduits for you

If you are right you can insist on it, but then he will probably lay the pipes in such a way that nothing can pass through them later... I would bet on that

If the wiring is or would be done by yourself later, since only the empty conduits and boxes need to be delivered, I would talk to the construction company and try to lay the cables yourself (in parallel with the electrician). You won't get easier access to the pipes once a cable is pulled through.
