Better DN32, it just pulls easier, especially around multiple bends/curves.
If the surcharge is too high (what does he want for those few cents of extra material), DN25 also works. It’s his job to pull the cables through there – right? If he only installs the empty conduits and you have to pull yourself, then certainly better DN32. And: Take lots of photos during the construction phase (bending radii, where which cables come from, etc.)

P.S. Empty conduits are only called empty conduits as long as they are empty, as soon as there is a cable inside they are called protective conduits

and what if water gets in there? Then you have it in the basement.

The pipe extends 10cm out of the floor in the garage. If the water ever reaches that high, I have a completely different problem :-)

If a pipe is flush with the floor, I would use well foam.

Unless the pipe becomes leaky in the middle - for whatever reason.

Thank you very much for this tip. When I look at the electrical installation in my house (all cables - except for the underground cables going outside) lie on the concrete floor in plastic conduits, but will I ever replace a cable here? I don't think so, as I have so many bending radii that I can actually rule that out.
