I also live rurally. The nepotism refers to the idea that you think that consent from a sister, cousin, or parents is enough to build something somewhere. That is not the case. You still have to comply with the legal basis and the state building code or land use ordinance.

I definitely did not assume that. Rather, that the plot is already designated as a building site and the corresponding connections are already laid and paid for, so that there is basically the possibility to build there. However, since this was done more than 10 years ago, I actually have to check the key points again as described above in order to be able to assess the issue and find out what the framework conditions for a construction project in this specific case would be. The impetus in this direction definitely helps me move forward.

Has the described area even been separated from the existing property yet? I mean, is it its own parcel? I still haven't been able to find that out.

What qualifies the plot as a "building site"?

Either there is a development plan that designates the area, for example as a general residential area, which is certainly unusual in this location, as decisions are usually made individually, i.e. if there were a positive decision on a preliminary building inquiry: only then would I speak of a "designated building site" there, otherwise rather not. In my opinion, the already completed development does not contribute to this. The utility providers have earned good money there. Whether and what may ever be built there, I believe the utility providers care less about, as that is not their task.

But still: please don’t take it personally: the plot is unsuitable. Remember: the house does not cost more or less if it is erected on a suitable and appropriate plot. Once it is built, it is built. Here you will (assuming approval) have to make many compromises.

Yes, it is already its own parcel.

As I said, one scenario would be that my parents get a smaller house there, which is built appropriately for their age, and I renovate the existing house myself. Alternatively, there is the question of whether the property can still be expanded, since house number 38 was also approved and it was definitely entirely in the outer area before the building permit.

The advantage is, of course, that we have relatively a lot of area and it is already owned. A suitable building plot of 1,000 sqm also costs about 120,000 EUR here. Due to the location on the edge of the village, I also have the advantage that one side cannot be built up in the foreseeable future. I think it's worth dealing with the topic for that reason.

The alternative scenario also sounds reasonable, but it is again something completely different. For this purpose, one would have preferred not to create the own plot, but rather to extend house 34 L-shaped towards the blue area through an extension. An extension is partially (as one reads here) less critical than an independent new building.
