Basement - How much clear room height is necessary for living space?

Hello everyone,
I hope I am in the right subforum.
We want to have our basement a "bit" higher to accommodate a guest there occasionally. The basement will be fully equipped technically. Now, the construction description states that the basement has a raw clearance height of 2.20 m... in our offer, our subsidized higher height is listed. But "only" 2.38 m! Now my question:
What remains of the 2.38 m clear room height when the floor and ceiling are finished? We are also getting underfloor heating in the 2 main basement rooms. I have no idea how much space screed, plaster, and so on take away. Can someone tell me?

Is that enough for living space at all? Normally, it should be about 15-18 cm floor construction including insulation. With more expensive material, you might be able to "gain" another 5 cm.

But living space according to [Landesbauordnung] I imagine to be difficult. Then have a proper offer made for a residential basement. Also think about escape windows etc. Otherwise, it won't work.

We do not want living space down there. It should be potential overnight accommodation and a hobby cellar. A utility cellar is completely sufficient for us. My question was, what remains of the 2.38. So about 2.20m?

A (temporarily used) bedroom is also living space.

Well, then we'll just make 2 hobby rooms out of it so, what headroom do I have left when pursuing my hobby?

Fire insurance companies are not, by the way, pleased to have to pay out when insurance conditions are not met.
