Architect performance phase 1-4 - Which documents are required?

We managed to get a fixed price for it (service phases 1-4 + "a part of 5" + energy consulting as a package) separate from the HOAI two years ago. Maybe the times are better now to achieve something like that again?

How did you manage that? Did you ask local architects?
Where approximately was the fixed price compared to HOAI?

From my point of view, however, this is only a small reason for the popularity of the scope of services "phases 1 to 4". Many clients are simply looking for a non-contractor-affiliated rubber stamp (because on the one hand the authority says, you cannot submit the application yourself, and on the other hand, the builders do not have an awareness of the importance of the detailed plans). They consider the "Haus vom Nikolaus" from the application illustrations as "THE construction plans".

We do need phase 5 though. Just a stamp is not enough for us. But phases 1-4 have to be done beforehand anyway.
Therefore, it is not wrong to also determine the price for phases 1-5.

We had to hire an energy consultant anyway due to KfW40+ / Passive House. Since there are extremely many interfaces between the architect and the energy consultant, we thought it would be a good idea to hire someone who is both. That worked out very well. The construction project, a semi-detached house with a total of 4 apartments, cost a total of about 700K without land and exterior facilities etc. We paid 31K (both together) and each of us was reimbursed 4K (proportionally for the energy consultant). That leaves about 11.5K for each for one half of the semi-detached house. We never calculated what that would have cost according to HOAI, also because thanks to the special manufacturing technique, part of service phase 5 fell into the scope of the shell builder.

The surcharge and the hesitation show, in my opinion, the architect's intention to perform only the less labor-intensive phases, so it should be read as a defensive offer. I probably wouldn't have commissioned him.

He is "only" a civil engineer. We needed someone on site at our holiday property on Usedom. So I simply checked what the internet had to offer. The project only involves a conversion and an extension. In addition, we ourselves already have some experience by now. Therefore, it is not comparable to a new build by a "first-time builder" or similar.
