I understand it to mean that the top layer is real wood, underneath there is this "wonder material" and below that comes an MDF carrier board. Presumably, the sawdust, uh, wood powder is used to create a as stable (hard) substructure as possible for the wood, which is quite thin - so in the end it's a kind of laminate but with a real wood surface.
