TGA planner difficulties, underfloor heating supply temperature + wastewater ventilation

So with my gas condensing boiler yesterday, -10°, 28.5° flow temperature... But we only have about 21.5 degrees in the house.

but if the house is not sufficiently insulated, there is no point in starting out with 28, 30, or 35°C supply...

For 35 degrees flow temperature, new radiators, windows as well as insulation of the ceiling above and below are sufficient. This is manageable. At -7 degrees, my tenant achieved 22 degrees indoor temperature with 36 degrees flow temperature under the above-mentioned conditions.

It doesn't quite fit the title, but since this is about the problems, I'll ask here:

The screed has now been poured, unfortunately the craftsmen were not given the current plan. The kitchen area and the building services room were poured at a height intended for tiling, so 8mm too low. It's not about a large area, maybe 18 sqm in total. The coverage of the heating is also sufficient, so it's about compensating the height difference now.

What would be a sensible approach here? Just put leveling compound on top or is that too simplistic?

You probably wrote it somewhere, but what should be laid instead of tiles? The options for "underpinning" depend on that. Perhaps after answering this question could say something about it?

P.S. Whoever screwed up passing on the plans should also cover the damage (additional costs), right?

This time it was not the planners but the site manager. Nothing should remain with us in terms of costs. I just want to prevent a simple solution being sought that is to our disadvantage. However, I will also assign our building surveyor to it.

Vinyl is to be glued and laid. Leveling compound will be applied anyway. Therefore, the height difference of 8mm must be compensated.
