The publication of images without consent concerns the [Kunsturhebergesetz]. The exceptions are also stated there.

One person says copyright law, another GDPR, another the/the/the.... "discussed for years" then pinches itself again with the GDPR that only came into effect last year. It would be much easier to read up and understand if one would quote specific legal texts + comments / rulings or provide references with paragraph/article, if one actually knows for sure and doesn't just write (one nicely, the other less nicely) about it

The answer remains the same. I did not make up the words myself. "Betroffenenrechte DSGVO" or "Recht am eigenen Bild" as well as "Persönlichkeitsrecht" can be entered into the data krakens of your choice and you immediately get the sources.
Anyone too lazy to do this themselves will get stupid answers to stupid questions.

Also massively wrong, because before the GDPR there was already a BDSG and rulings based on it that have thoroughly dealt with this question.
