It is expensive for good reasons, because this is exactly where the serious mistakes happen. Without work phase 5, as a construction layperson, it's a bit like driving a car without TÜV and maintenance. It can go well, or it can go terribly wrong.

Phase 5 of the service becomes expensive only if you leave it out, because that is a serious mistake. The fee, as said, is self-sustaining, because it pays for itself by avoiding botched work and other troubles. The problem for the expert in phase 8 is that without phase 5 he has no ammunition in the whip, and the scoundrels know that.

Almost correct. Design phase 5 forms the essential basis for the qualified tender (design phases 6 and 7), which can be carried out by the architect or another independent construction consultant (or also by the client themselves - however, not as a first-time deliverer).

If it's only about offers, service phase 2 may already be sufficient and most likely service phase 3. However, an architect who does not offer all service phases would be suspicious to me.
