Yes, accessible via the kitchen. That is still okay. It’s not a hit in terms of noise – of course. But better the technical room, where you don’t go in constantly, than the guest WC.
The area is not "optimally" solved. I would be grateful for creative ideas.
Why would it fail because of the offset upper floor?
The offset will probably cost you little to nothing less than if you just "run it through" straight away. That then leads to having leftover spaces somewhere and rearranging – ultimately you end up doing everything new and the floor plan has failed.
If you really need a lot more space downstairs than upstairs, first consider whether maybe the garage or carport roof should be included in the planning. Otherwise, rooms can possibly be relocated – for example, moving the heating upstairs. An extra roof is, in my opinion, rather the last solution – but if nothing else helps – then it just has to be.
