Doesn't bother us, we have that in our current rental apartment as well. Then you don't always have to go right to the front.

Do you really save a noticeable amount by indenting? Good idea if so! Then the staircase also makes more sense now

What do you want to use the partition wall in the bedroom for? It only really makes sense if you want to put wardrobes on both sides, right?

You would have to have it calculated: more square meters on the upper floor vs. flat roof construction.... it’s almost 10 sqm... at 2,000 € each

That's actually the background and that we then save space below. Currently, only shirts are ironed, which can be worn down. And in our case, clothes are rather not hung out in the garden, but rather in the utility room.

However, the utility room is not really big enough for hanging clothes. In the end, of course, you have to know for yourselves what makes sense for you.

Yes, accessible via the kitchen. That is still okay. It’s not a hit in terms of noise – of course. But better the technical room, where you don’t go in constantly, than the guest WC.

Why would it fail because of the offset upper floor?

The offset will probably cost you little to nothing less than if you just "run it through" straight away. That then leads to having leftover spaces somewhere and rearranging – ultimately you end up doing everything new and the floor plan has failed.
If you really need a lot more space downstairs than upstairs, first consider whether maybe the garage or carport roof should be included in the planning. Otherwise, rooms can possibly be relocated – for example, moving the heating upstairs. An extra roof is, in my opinion, rather the last solution – but if nothing else helps – then it just has to be.
