So let's consider only the buildable part of the property, which according to your measurements is 25m wide and 16m deep. Here, the strip near the street of 6m deep x 25m wide must remain unbuilt (or does this only apply to the house, and garage/carport would be allowed there?); so a buildable strip of 25m wide and 10m deep remains.
On the north and south sides, a 3m distance to the neighboring property must also remain free (again: does this only apply to the house, or are garage/carport also forbidden there?); left over is a buildable strip of 19m wide and 10m deep. Your house is supposed to cover approx. 9m x 13m of area, so there isn’t much space left in depth, but a full 6m in width.
I would definitely not scatter the parking spaces too much - a carport on the south and a garage on the north side of the property seems nonsensical to me. Better to park all cars on one side, whether perpendicular or not. On the side of the property where no cars are parked, create a nice front garden with flowers, hedges, lawn...
