Why? Loxone works perfectly fine even without internet; I don’t know to what extent Homematic relies on the internet.

WLAN today just isn’t equal to WLAN, especially in new buildings with underfloor heating etc. One wall is enough to cause interference.
However, this is the case in every radio network; it’s just that with WLAN, laptops, phones, and sometimes streaming components are running.

I meant if the Miniserver shouldn’t work.

That is exactly the big advantage, Loxone does not require the Internet. The Internet is only needed for external access, weather service, and notifications. Otherwise, no Internet is necessary. To use the functions via Air and Tree, not even a network is required.
